The  PT20230 Notice Plan has been released , aiming to provide predictability for companies and entities in planning investments and applying for European funds.

It foresees 220 calls for proposals with approximately €3.9 billion in funding for innovation, sustainability, digitalization, and other areas, with a greater focus on the  Compete 2030  (€1.3 billion), People 2030 (€1.1 billion), and Sustainable 2030 (€920 million) programs, covering projects in SMEs, R&D, energy efficiency, and sustainable mobility.

Focus areas by program:

  • Compete 2030 : Focus on Productive Innovation (Energy, Digital and Biotechnology) and Business R&D&I.
  • People 2030 : Supporting population skills development and employment.
  • Sustainable 2030 : Support for projects related to energy transition, climate change, water management, and water resilience.

Key Highlights of the 2026 Plan:

  • Time Distribution:  Up to April 2026, the immediate opening of 100 tenders is planned, mobilizing approximately 2 billion euros.
  • Investment Areas:  The funds are intended for projects in productive innovation, research (digital and biotechnology), decarbonization, energy efficiency in social housing, sustainable mobility, and water resource management.
  • Source of Funds:  The total amount includes contributions from the  ERDF  (€1.4 billion for 45 calls for proposals),  ESF+ ,  Cohesion Fund ,  EMFF  and  AMIF .
  • Implementation:  With this plan, it is expected that 82% of the total PT2030 funds (approximately €17.3 billion) will be put out to tender by the end of 2026.
